France stonewalls Gaddafi’s Greece-brokered peace deal using Greece’s EU-IMF-indebtedness as threat

The UK Independent today reports that Muammar Gaddafi has been negotiating a deal with Greece to use $20bn of Libya’s frozen assets to broker a peace deal that would halt fighting, and provide humanitarian relief to both sides in the conflict.
The memo seen by the Independent reveals the fact that France has stonewalled this deal, using Greece’s EU-IMF-indebtedness as leverage and a threat.
